The Demise of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the presentation of a new 28-point plan for resolving the conflict appeared – temporarily – to have been contained. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of opposing developments captured the grim essence of the current period. By day, political struggles are fought: hopeful statements are released from multiple capitals. Immense energy is expended on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "resolution".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from across the border, a capacity afforded by timely intelligence. From observation points, military aircraft that had been dispatched to engage hostile cruise missiles streaked across the sky – sophisticated military planes supplied to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense thundered: several firings fired to intercept a incoming threat. This was a sophisticated defense system at work, most likely provided by allied countries. Every firing jolts you unexpectedly, causing tremors. The instant of fear quickly becomes grim resignation: maybe the approaching threat won't cause damage this time, sparing the city from catastrophe and additional electricity failures.

Persistent Threats

Not long after, a heavy machine gun opened up on a unmanned aircraft close by, part of a mobile-fire group – most likely imported technology. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its objective.

Periodically, this carried on until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a need that European nations are clearly incapable to substitute in the short term.

Unsuccessful Negotiations

The 28-point plan from US administration sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new proposal from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually win the battle. This pattern will, no doubt, persist.

Tactical Assessments

It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is impossible to compel Moscow to abandon the areas that it presently holds in Ukraine's occupied territories.

The problem is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the status quo will not shift further in its benefit in the near future.

Opposing Positions

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding lives and land but averting a complete military breakdown until conditions improve in its advantage.

Existing Situation

Factually, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: leadership ambitions to mediate resolution and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any plan Kyiv finds unworkable, so that their attention does not move to homefront challenges. And although their task will now be much harder after recent developments, it remains very improbable that this will modify their basic position.

These opposing factors are driving the talks.

Summary and Prospects

It took a only one week to eliminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all served their function.

While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require sustained allied backing.
